Update the smc pkg-config file

Remove Star-3D from the list of requirements since it is only an
optional dependency used by a test. The other dependencies are no longer
considered private requirements since the public header of both is
directly included in the public header of Star-MonteCarlo. We finally
add -fopenmp as a private library value since one must link to OpenMP if
one statically links to Star-MonteCarlo.
