Revive the star-cpr 0.5 build script

The reason is that star-cpr 0.5.1 relies on cliper2 1.4, which, while
introducing a lot of fixes required to run city_generator2, also
introduces new requirements on the C++ compiler that are not met by older
versions of gcc.
